Trapped air in a water main does three destructive things: it throttles the flow, it makes flow meters read nonsense, and when a pocket of it is suddenly compressed it produces a surge that can split a pipe. Air valves at the high points let it out on filling and admit air on draining, which stops the line collapsing under vacuum. They are cheap, routinely omitted, and then blamed for.
